Two boys that had been observed "rough housing" during outdoor play, later started to choke each other. The teacher could not describe what had led up to the event or know what had caused the escalation in behavior She described assisting other children in the corner of the playground. Hence, she was not meeting the definition of active supervision which is required for outdoor play.
